Another training under EU-ASA Project!
28th February, 2022. The Agency in partnership with European Aviation Safety Agency (EASA) organized a training of inspectors on Specific Approvals. A five days training session was attended by a total of 19 participants from CASSOA and partner states. The session was officially opened on 21st of February by Deputy Director General of Uganda Civil Aviation Authority, Ms. Olive Birungi Lumonya. The Executive Director of CASSOA was physically represented by Eng. Mohammed Besta and EASA Senior International Co-operation Officer Mr. Yves Koning virtually attended the opening session.
The course was delivered by a seasoned Instructor Mr. Julien Adiceam. The purpose of the training was to build capacity in EAC Partner States inspectors on Critical Element 6 towards achieving an effective states aviation security oversight system. Critical Element 6 (CE-6) is associated with certification and approval obligation i.e., Implementation of processes and procedures to ensure that personnel and organizations performing an aviation security activity meet the established requirements before they are allowed to conduct the relevant activity, such as the certification of screeners, the approval of security programmes and the requirements for recurrent certification and approvals.
The training contents were developed from the following operations specifications;
- Extended Range Twin Engine Operation Performance Standards / Extended Diversion Time Operations (ETOPS/EDTO)
- Reduced Vertical Separation Minimum (RVSM)
- Performance Based Navigation (PBN)
- Minimum Navigation Performance Specification (MNPS)
- Performance Based Communication Surveillance (PBCS)
- Dangerous Goods (DG)
- Low Visibility Operations (LVO)
- Electronic Flight Bag (EFB)
Eng. Ronny Barongo on behalf of UCAA officially closed the five days training workshop on 25th of February 2022. The closing ceremony included issuing of certificates to all the participants by the guest of Honor.
This training is a result of EU-Africa Safety in Aviation (EU-ASA) Project. This technical assistance project is designed to support the Sub-Saharan Africa region to improve aviation safety. More specifically it aims at assisting African Member States to meet their obligations under the Chicago Convention in establishing an effective aviation safety oversight system. The project will adopt a regional approach to reach this specific objective and will closely work with the Sub-Saharan Regional Safety Oversight Organisations (RSOOs), the ICAO regional offices, and the African Civil Aviation Commission (AFCAC).
The specific expected results are:
- Result 1: Reinforced RSOOs
- Result 2: Improved safety oversight regulatory environment
- Result 3: Enhanced safety oversight implementation
- Result 4: Implementation of safety data collection and analysis
