About the Aviation Safety and Security expert

Ms. Bgoya is an experienced aviation safety and security expert having served in both airports and airline industry for over 20 years. She has handled various roles including leading teams responsible for establishment, implementation and supervision of aviation safety and security systems, collaboration with regulatory authorities in ensuring aviation safety and security compliance, risk management and capacity building.
Based on her sound knowledge of ICAO policies, standards and recommended practices, she has been recognised as an ICAO short term expert in the East and Southern Africa Region. She has therefore represented ICAO in a number of technical assistance missions aimed at assisting states in enhancing the level of compliance with ICAO Standards and Recommended Practices in ICAO member states including Malawi, Lesotho, South Africa, Botswana, Kenya, Uganda and Tanzania, for effective implementation of states’ international obligations under the Chicago convention.
Ms. Bgoya holds a Masters degree in international law with international relations and has extensively trained in both leadership and technical areas of aviation safety and security with reputable organisations such as CATC Tanzania, ICAO, IATA and FAA. She holds various professional certifications including AVSEC Professional Manager by ICAO and Concordia University, John Molson School of Business - Executive Centre and has been an ICAO AVSEC Certified Instructor since 2005. Her other areas of expertise include quality management systems, audit, risk management, aircraft accident and incident investigation, root cause analysis, problem solving, emergency response plan as well as financial management, contract management, planning, project management, customer relations, human resource management, team building and coaching. 
Having acquired experience from the Tanzania Airports Authority, Precision Air/Kenya Airways and ICAO technical assistance missions in various states, Ms. Bgoya is currently employed by the Tanzania National Parks (TANAPA) where she oversees aerodromes compliance with civil aviation safety, security and facilitation across national parks and has been instrumental in the organisation’s transformation process in terms of compliance, efficiency and collaboration with air transport stakeholders. She is also a member of the National Air Transport Facilitation Committee and has previously served as a member of the National Civil Aviation Security Committee for three years, chairperson of ground operations safety committee and a member of the crisis management team in the airline industry.
