About Director of Legal Services at the Tanzania Civil Aviation Authority

Ms. Maria Makalla-Memba is a versatile Lawyer holding a position of Director of Legal Services with effect from 2022, at the Tanzania Civil Aviation Authority (TCAA). With over 15 years of Aviation experience, she is a bright, talented and ambitious Aviation lawyer who possesses avast wealth of knowledge and has a proven record in delivering results. Constantly focused on resolving issues and always looking for ways to improve and evolve processes. Ms.Makalla-Memba played a big role in the development and harmonized the Civil Aviation Regulations within the East Africa Community. Furthermore, she continues to play leading role in ensuring the compliance level to all aviation laws in the United Republic of Tanzania is always maintained.

She has a good understanding of the civil aviation and air transport issues at the national, sub-regional, regional and international levels through participations in the civil aviation projects and programmes involving the above-mentioned multinational organizations. She has been working very closely with other Aviation Experts from East African Community (EAC) Member States, SADC, Tripartite Cooperation (EAC, COMESA and SADC), African Civil Aviation Commission (AFCAC), African Union (AU), European Union (EU) and International Civil Aviation Organization (ICAO).

Her education background and experience in aviation laws has given her the opportunity to develop leadership, interpersonal and analytical skills through holding increasingly responsible positions in the Tanzania Civil Aviation Authority (TCAA) from a Legal officer to now a Director.

Ms. Maria Makalla Memba is an advocate of the High Court of Tanzania and its subordinate courts with the exception of the Primary Court and a graduate of the Faculty of Law of the University of Dar es Salaam (UDSM), she possess a huge experience of litigation, negotiation, consultation and legal counseling which she gained while working in at the Attorney General chambers, Private Law Practices and the Ministry of Lands and Urban Settlement.

She has participated in various professional training programs within Tanzania and outside and attended several workshops and seminars. She also holds a master’s in law degree in Information Technology and Telecommunications, from the Open University of Tanzania.

Ms. Maria is proud founder of the Women in Aviation Tanzania Chapter, dedicated to promoting gender equality and empowerment in the aviation industry through advocacy,mentorship, and community-building initiatives.
She is married to Dr. Albert Zephaniah Memba and blessed with three Children, Romeo, Ronia and Rowan.
